Fish machboos is the coastal version of the Gulf's spiced rice: firm fish rubbed with bzar, fried, then laid over rice cooked in a tangy loomi and tomato stock to steam together. It fails when the fish breaks or the rice turns soggy. The fix is a firm fish, frying it briefly first, and adding it only for the final steam.
